Think after all this time he would have done the hair restoration if he was bald or wearing a rug. Are those his real lips?

I think that he did do the restoration thing. In one of his quotes from this seasons show, one of the girls said something about him being bald, and he responded "I have the best hair money can buy".
I think the operative word you left out was "extensions", meaning he may have a full head of hair...it just isn't that long.
