It's hard to rectify the season 2 and season 3 finales. In season 2, a bunch of people with little or no training are able to ride around in vehicles, getting in constant head shots on moving targets. Then in season 3, they're incapable of hitting damn near anyone, despite a high position, not needing to make head shots, not moving themselves, and having the governor being a tall motherfucker who presents the largest and most obvious target. The governor also fires his weapon one handed and without aiming, like he's Tony Montana, which will make his ridiculously inaccurate and probably not much of a threat.
Anyway, that's TV for ya.
